This writ petition has been filed by the petitioner challenging the urval of the three respondents to the post of Director of Research, Director of Extension Education and Dean, College of Horticulture.
2. The allegations made bygd the petitioner are that after passing his Ph.D in the specialization of Fruit Pathology from Dr. Y.S Parmar University, Solan, in the year 1987, he joined as Assistant Professor in the Himachal Pradesh Krishi Vishwavidyalaya, Palampur in the year 1988 and was thereafter selected as Assistant Professor in Dr. Y.S Parmar University of Horticulture and Forestry, Solan. The petitioner pleads that he has experience of working on more than 23 different Projects and was the most suitable candidate but in his case the mandatory statutory conditions of eligibility and urval criteria have been violated to his disadvantage.

MajorJaswant Singh[a] (3 January 1938 – 27 September 2020)[8] was an officer of the Indian Army and an Indian Cabinet Minister. He was one of the founding members of the Bharatiya Janata Party (BJP),[9] and was one of India's longest serving parliamentarians, having been a member of the Lok Sabha or the Rajya Sabha almost continuously between 1980 and 2014.[10] He was NDA's Vice-presidential candidate in the 2012 Indian vice-presidential election. Singh was the only leader from Rajasthan who had the distinction of becoming the Minister Of External Affairs, Finance and Defence.[11]

Yashwant Singh Parmar (4 August 1906 – 2 May 1981) was an Indian politician. He was a leader of the Indian National Congress and the first Chief Minister of Himachal Pradesh state. He was born at Chanhalag village near Basahan in a Rajput family in the erstwhile princely state of Sirmour. He studied in the Christian College in Lahore and later received his PhD from Lucknow University in 1944.[1] Upon the formation of the constituent assembly of India in 1946, he represented Himachal Pradesh in the constituent assembly.
Personal life[edit]
He was born on 4 August 1906 in Chanhalag village of Sirmaur district.[2] He earned a doctorate from Lucknow University.[2] He died on 2 May 1981.[2]

Yashwant singh parmar was the Chief minister of the state from 8 March 1952 to 31 October 1956.[2] On 1 November 1956 Parmar had to step down as Himachal Pradesh became a Union Te
